Qilu Law Firm was established in 2003. It is directly affiliated with the Shandong Provincial Department of Justice. Headquartered in Jinan, Qilu Law Firm has 13 branches in Qingdao, Yantai, Weifang, Jining, Dongying, Zaozhuang, Weihai, Rikaze, Dezhou, West Coast, Zibo, Binzhou and Rizhao in China, with over 800 lawyers and staff members.

Hew, Lee & Co was established in 2006 and its office is strategically located in the central region of Kuala Lumpur and Selangor where most international transactions take place. Most lawyers in Hew, Lee & Co are trilingual including being fully-proficient in the Chinese language. Most of the long-term clients of Hew, Lee & Co are corporations from China.

In June 2025, Hew, Lee & Co signed a Strategic Cooperation Agreement with Qilu Law Firm wherein the 2 law firms have agreed to collaborate by networking of lawyers, sharing of resources and mutually supporting each other with local legal expertise. This collaboration will result in better legal service and one-stop comprehensive legal solution for clients involved in cross-border transactions or dispute resolutions. Clients will have instant access to legal advice on foreign law and there will be continuity of legal service by a reliable law firm abroad.
